The county manager's duties include implementing the policies and priorities of the Board of County Commissioners and overseeing the day-to-day operations of the county.

Interim County Manager David Fraser
David Fraser joins Adams County with an impressive background, having served in various management roles across Colorado, Nevada, Kansas, and Michigan. His notable positions include Executive Director of the Nevada League of Cities and the Wyoming Association of Municipalities. Fraser has been an active contributor to numerous boards and committees, such as the National League of Cities (NLC) Board of Directors and the International City/County Managers Association (ICMA) Government Affairs & Policy Committee.
"David Fraser’s extensive experience and dedication to public service will provide invaluable leadership during this transitional period," said Emma Pinter, Chair of the Board of County Commissioners. "His deep commitment to community development and efficient government operations makes him an excellent fit for Adams County."
Fraser, a Colorado native currently residing in Cheyenne, Wyoming, holds a Bachelor's Degree in Political Science and a Master's Degree in Public Administration from Brigham Young University’s Marriott School of Management. He is also a certified Economic Development Finance professional.
“I am honored to join Adams County and look forward to working with the team to continue advancing our community’s goals,” said Fraser. “My aim is to provide stable and effective leadership as we navigate this period of transition and build a strong foundation for the future.”
Fraser will join Senior Deputy County Manager Alisha Reis to ensure Adams County continues to thrive and effectively address the needs of county residents.
2024 Notable Initiatives
ClearPoint is the new Adams County public-facing dashboard that will serve as a platform for residents to access updates on the county’s strategic priority projects and notable initiatives. This will keep our residents well-informed, foster awareness, and demonstrate transparency in communicating the county’s strategic goals and projects. Residents will be able to see how we’re putting their tax dollars to work and learn how those projects may impact them.
